Strangely enough, still a couple days out from the reset in which Operation: Mechagon will be available (and thus, the ability to craft the Xiwyllag ATV) I got this and Paint Bottle: Goblin Green today from a chest and a rare, respectively. Amusingly, I could select the color I wanted from Kram Kelada and watch the cutscene of 'my' Xiwyllag getting painted, despite the mount technically not even being available to players yet.Comment by Whop
Got mine from a white crate that I guess I picked up while doing the rare metals daily in mechagon. No idea how rare it is as I didnt see the box until after I turned the quest in.Comment by rabiesarebad
You can farm this on days when the quest One Gnome's Trash is up. The metal detector has a very small chance to find an item called Small Metal Box. This box has a small but reasonable chance to contain this item. Across 2 characters I got this paint bottle in about 15 boxes total. You can continue to use the metal detector as long as you haven't turned the quest in.Comment by Nubsicle

If you're looking to farm Small Metal Boxes to get the Paint Bottle: Electric Blue for your Xiwyllag ATV, here's what you need to do:First of all, you need to pick up the quest One Gnome's Trash. This will give you the Rare Metal Collector, which is needed for both the quest and to loot the boxes.
Secondly, you need to look for the shiny areas around the three quest locations. Then, you simply need to use the quest item to start gathering the 100 Rare Metal. When the quest is complete, do not turn it in, or you will lose the quest item.
Thirdly, make sure to drag the Rare Metal Collector into your action bar so you can easily spam it and keep the Rare Metal Collector buff at 10 stacks.
Finally, just keep doing the same thing until you receive your paint bottle. This may take some time as the drop chance for the box itself is pretty low, but the paint drop chance is about 15%. Don't give up!
It is worth noting that you can do this while flying using Anti-Gravity Packs. You can get those from the armories, or you can craft them if you have the blueprint from Rustfeather.
I highly recommend to turn off War Mode, especially on weeks where Call to Arms: Mechagon is active.
Once you have it, you can safely turn in the quest and apply your new paint job to your Xiwyllag ATV by talking to Kram Kelada in Bondo's Yard.
It has been confirmed that you can loot the paint bottle even if you don't own the mount.

So.. if you have tried and tried and tried to get this Paint Bottle: Electric Blue to drop and are having absolutely no luck, like me, go talk to Kram Kelada in Bondo's Yard and see if you already have the option to turn your Xiwyllag ATV electric blue. Apparently, I must have gotten the bottle and turned in the quest before I knew what it was for, and before I had my mount, because I had no idea I already had done it.The only reason I found out is I got the Paint Bottle: Nukular Red quest and when I went to Kram to turn it in, the blue option was already there. What a dope -- and waste of several hours over a few months. LOL.

Other colors available for your Xiwyllag ATV:Paint Bottle: Goblin Green - from Mechanized Chests in The Other Place. If Chromie is not in town today you can use a Personal Time Displacer, but of course to create that you need to have been to the Other Place before.
Paint Bottle: Nukular Red - the murlocs at Western Spray drop Irontide Lockbox Keys which open Irontide Lockboxes. You can only loot one key a day, so keep an Old Rusty Key and Mechanized Supply Key on you so your daily drop will have to be the Irontide key.
